The Committee on Agriculture and Natural Resources moved to amend the bill on page 8, section §19-39-5, line 1, after the second “the” by striking the words “executive commissioner of the Health and Human Services Commission” and inserting in lieu thereof the following:

“Secretary of the West Virginia Department of Agriculture”.
